Principal Shopping District Expansion: What It Means for Old Town

The Old Town Commercial Association (OTCA) is working to update the Principal Shopping District Zone B boundaries so they accurately reflect the Old Town district we serve today.

Proposed Changes & Map

In 2024 the OTCA, in partnership with Downtown Lansing Inc., requested data to understand the impacts of an increase in the size and shape of various portions of the PSD zones to reinforce further revenue flowing to the OTCA. Improved revenue is vital to the continuing operations of the organization and to fund the services it provides to the neighborhood. Expanding our boundaries will include commercial properties that already identify as being located in Old Town and benefit from the services and activities being developed and provided by the OTCA. Residential and rental properties under 4 units are exempt from the PSD assessment and will be unaffected.

Timeline:
Mid 2024: The OTCA begins planning to evaluate expanding its boundaries and which parcels to include.

August 2024: First round of expanded boundaries are identified and sent to City Tax Assessor for estimates.

December 2024: The OTCA scales down the boundaries to reflect a more condensed service area, based off of the boundaries identified in the OTCA bylaws (est. 1996) and the City of Lansing's form based zoning code map (anticipating future development opportunities).

Monday, November 17, 2025: City Council sets public hearing on expanded areas.

Tuesday, November 25, 2025 at 6:00 pm: The OTCA holds an informational session for affected property owners and stakeholders.

Monday, December 8, 2025 at 7:00 pm: Public hearing takes place at Lansing City Council Meeting. Council refers the amendment (PEND-4262) to December 15 Committee of the Whole meeting.

Monday, December 15, 2025 at 5:30 pm: City Council to address amendment (PEND-4262) at Committee of the Whole meeting.

February 23, 2026: City Council resolution presented for 2026. 

March 9, 2026 at 7pm: Resolution before council to set public hearing for 3/23

March 12, 2026 at 4pm: PSD assessment on agenda for Committee on City Operations

March 23, 2026 at 7pm: Public hearing takes place at Lansing City Council Meeting
